This offer was originally going to be for the first 10,000 customers, but ShopRunner wants to assist all customers that are interested.  Their facebook submission page has been overrun given the demand, but they are offering a better solution.  Direct from their facebook updates:
Once again I want to give everyone an update. There is no question our systems are still struggling to keep up with the load. While the majority of attemps are successful, there are still plenty of folks experiencing error messages. Again, there is another option. You can send an email to Promo@ShopRunner.com and we will send you a unique PIN# that will allow you to set up your ShopRunner membership for Free when things have settled down. No reason you should have to spend your valuable time filling out forms and getting error messages, so feel free to take us up on that offer. Again - that address is Promo@ShopRunner.com

*Important, when you get your membership, be sure to go into your account settings, then manage/cancel membership.  Be sure to click the second option to turn auto renewal off.  Doing so will make it to where they will not charge you next year automatically when your membership expires! (thanks Dealz for this info)

Everyone - we are going to end the promotion now. We set out to give away 10,000 memberships today and the response was overwhelming. We are thrilled to have so many new ShopRunner Members and we are quite sure you will love the ShopRunner Experience. 

For those of you who gave us your email addresses throughout the day, rest assured you will get an email with you PIN# shortly. We are going to kick off the process that send these emails within the next hour or so. However, there could be some delay as it will take many hours for the process to complete. By early tomorrow all PIN code's will have been distributed.

As an accommodation, we are going to allow people to still send us their name and email address to Promo@ShopRunner.com through midnight PST tonight. Please know for those sending your email address between now midnight you will NOT get your PIN code email until Monday. Please do not post your email address. Folks have been doing this today and we don't want you to get SPAM email.
