While it does not appear HEB has brought back the stacking of their yellow B coupons with manufacturer coupons, I do have some good news about the new policy that went into affect today.
First, it looks like we are now allowed per the policy to use manufacturer coupons with other store names and logos as long as manufacturer coupon is printed somewhere on the face of the coupon. (woo hoo!!!!)
Second, it looks like HEB is finally going to allow overage on our coupons up to our basket purchase (they will not give cash back, lowest your total can go is zero).
Now the bad news:
They will not accept coupons that scan invalid start date (this might impact those that get their inserts before Sunday, like the home delivered inserts or early Sunday editions.)
and the very bottom of the policy still states that HEB does reserve the right to refuse any coupon or limit quantities (which we all know some manager's take to the extreme).
Go here to read the rest of the policy but those were the changes of note.
Thanks Jen S and HEBBargainHunter

Humm interesting! I wonder how long we will have to fight for this to all come together without any issues. Haven't had any problems with coupons at the Sugarland location but that doesn't mean anything really. I expect problems every place I go.
